Winter storms form the same way thunderstorms do. The only difference is it is freezing. The water vapor
starts our at ice as it falls. If the air is below freezing the whole way down, it remains snow. If the ice passes
through some shallow warm air it melts. Then as it goes through the lower cold air it refreezes again forming sleet.
Freezing rain is formed when the ice goes through a big warm layer, and then refreezes at the surface.
